竹中平蔵・淡路島で売国

竹中平蔵は「東京都のゆがみ」を今後解決すべき課題の一つとして挙げる。

「政府は感染拡大が始まった当初、企業に自粛要請をおこなう一方、企業支援策については消極的な姿勢でした。そのような政府の態度に対して国民の不満が高まる中で、小池百合子東京都知事は先回りするかのように、都独自の経済政策を次々と実行して注目を浴びました。例えば、感染防止のため休業要請や営業時間短縮要請に従った事業者に給付する『感染拡大防止協力金』。5月の発表では、その総額は1920億円にものぼりました。

東京都は全国の地方自治体の中でも、群を抜いて税収が多く、資産も持っています。私は和歌山県で生まれ育ちましたが、和歌山と東京ではあらゆるものの規模が全然違います。『地方自治法』という一つの法律の中で両者を同列に扱うのはどう考えても無理がある。これは私の昔からの持論です。このままでは、他の自治体との格差が広がるばかりです」。

東京という都市をどのように改革していくのが良いのか。
「都知事は政府が任命する」。
「具体的には、東京を特別区にして日本政府直轄にする。つまり、アメリカの首都『ワシントンD.C.』のような存在にするのです。ワシントンD.C.は他の州とは異なり、連邦政府が管轄権限をもつ区域を置くことが合衆国憲法1条に記されています。こうした首都のあり方は、いま盛んに言われている地方分権の議論とも絡んできます。それを先取りする形で、まずは東京都を日本政府直轄の特別区とする。さらに、都知事は『東京都担当大臣』として政府が任命する――それぐらいドラスティックな変革があってもいい。

もちろん、自治体のあり方は、地域住民が安心して生活を送れるという点が第一です。ただ、それに加えて東京は、日本の“戦略的基地”という意味合いも持ちます。東京は、それくらい特別な場所なのです」。

「この“戦略的基地”をさらに成長させ、東京を世界でも有数の国際金融センターにする。」。

竹中平蔵は学者を自称する。頭の中のアイディアはあまり豊富ではない。過去、自分がやった方策の二番煎じを繰り返すだけである。東京都を政府直轄の都市とする。大阪都構想と同じ事を東京でやろうと考えている。二重行政の無駄を解消すると言いながら、税金をつぎ込んで整備した都市インフラを外資に売り飛ばす方策である。

パソナは１０年前から淡路島に魔手を伸ばす。８月３１日パソナグループは東京都千代田区から兵庫県淡路島に本社機能移転を発表する。２４年５月末までに主な本社機能を淡路島に段階的に移し社員１２００人が島内で働く予定である。

竹中平蔵の狙いは首相官邸の「地域活性化総合特区」指定を受け、「淡路環境未来島特区」として補助金・税制優遇措置を受ける錬金術。菅義偉は「未来投資会議」を廃止し、「成長戦略会議」と看板を挿げ替える。「成長戦略会議」に竹中平蔵・デービッドアトキンソンが顔を並べる時点で、竹中平蔵が菅義偉を利権構造に組み込んでいる図式が浮かび上がる。

０８年農業人材を育成する「チャレンジファーム」開始。１２年には島内の廃校を利用した観光施設「のじまスコーラ」をオープン。１７年４月新入社員２２３人の入社式を開催。１７年７月体験型エンターテイメント施設「ニジゲンノモリ」開設。クラフトサーカス・ハローキティスマイル・オーシャンテラス。パソナが淡路島を発見し、パソナが淡路島を開拓したかのようなフロンティアスピリッツで淡路島を制圧しつつある。

パソナ南部靖之会長・安倍昭惠・西村康稔経済再生相、３人が「のじまスコーラ」を訪れたりしている。市が廃校をパソナに無償譲渡し「のじまスコーラ」が出来上がる。兵庫県議会でも問題視された。安倍昭惠の癒着の構造・森友学園の構造である。安倍昭惠というブランドで淡路島の財産を収奪する。

経済再生相・新型コロナ担当相・西村康稔の選挙区は淡路島である。淡路島で西村康稔とパソナ南部靖之・竹中平蔵とが繋がる。持続化給付金の業務委託中抜きで電通・パソナがぼろ儲けした癒着の構造が淡路島で誕生する。

パソナが淡路島で農業に取り組んでいるのも厄介である。竹中平蔵の規制改革会議で農業競争力強化支援法が可決される。種子法廃止である。政府見解は「国が米などに管理予算を付けてしまうと民間が介入出来ないから種子法を廃止して競争が必要」。郵政民営化の理論の焼き直しである。竹中平蔵が「規制改革して民間を競争させる」民間とはハゲタカ外資のことである。淡路島の名物・玉ねぎを産む豊かな土壌・綺麗な水源は、モンサント除草剤が噴霧され、ラウンドアップがばら撒かれる。アグリビジネスの外国種の野菜が栽培され、上下水道ともベオリアに売られるのだろう。

竹中平蔵はJA民営化も視野に入れている。ゆうちょ銀行のようにJAバンクのカネも海外に流出させたいのだ。

竹中平蔵は淡路島売国の為に、元麻布迎賓館「仁風林」の淡路島版・迎賓館「春風林」を造る。「仁風林」で安倍晋三・菅義偉・西村康稔そして持続化給付金・ゴーツー事業を所管する経産省幹部を「春風林」で接待する。

「安倍晋三は財務省から自立し経産省を育てた」まやかしである。竹中平蔵ラインで経産省幹部と、お友達であっただけだ。

竹中平蔵、何処まで腐れ外道なのか。自民党政府は何時まで、腐れ外道をフィクサー扱いする心算か。そもそもテレビにのこのこ出演するフィクサーって軽すぎないか。人間として重みが無いから、郵政民営化の失敗を認めない、売国政策を止めようとしない、大人に成れない顔のままヘラヘラ笑っている。

竹中平蔵は「新」と「自由」と二重にレッテルを貼られた、束の間蘇った古典派経済学を信奉する。短期間で国家財政と貿易赤字と、双子の赤字をアメリカに背負わせた新自由主義は今の日本の処方箋には相応しくない。現実は理論を超えて複雑に機能する。新自由主義にしがみ付く経済学者などゴミ以下の存在である。政府が重宝すべき御用学者ではない。

ITメディアビジネス。
大企業の人事担当者を中心に300人近く集まった、とあるセミナーでのことです。「副業を認めている会社はありますか」という質問に、手を挙げたのは3人だけでした。ほんの2・3年前に見た光景です。

しかし、最近のニュースを見ていると、徐々に様相が変わってきたように思います。副業に関する話題を毎日のように目にします。副業で大きな収入を得ている人がいたり、地方自治体が副業人材を積極的に求めていたり、という具合です。

全日空（ANA）が社員の副業を認める範囲を広げ、個人業務委託形式だけでなく雇用契約を結ぶ形式も認める方針だとする報道もありました。

そんな中、時事通信は10月6日、「みずほ、週休3～4日制導入　12月にも、メガバンク初」と報じました。副業促進や週休3日制など、これら一連の流れについて「柔軟な働き方を選びやすい雰囲気が醸成されてきた」とポジティブに受け取ることもできます。

「こんな働き方を待っていた！」。そんな風に歓迎する声もあるかもしれません。ただ、企業が副業や週休3日制などの施策を打つようになった背景には、その時々で異なる事情があります。一見各社が同じ施策を打っているように見えても、狙いとするものが必ずしも同じだとは限りません。近年、企業が柔軟な施策を打つようになっている背景には、少なくとも3つの重大な変化があります。

変化（1）：生産年齢人口の減少 。
最初に生じた変化は、人口の減少です。総務省統計局が発表している総人口の推移を見ると、日本の人口は2010年頃から下降線をたどり続けています。

15歳から64歳までの生産年齢人口に至っては、さらにさかのぼって1997年頃から減少を続けています。人口が減るということは当然、労働力を確保したいと思っても母数が少なくなるということです。そうなると、少ない人材を各社が取りあうことになり、競争が激しくなります。

人口が減少に転じた2010年頃は、まだリーマンショックの影響で採用需要が抑えられていましたが、経済の回復に応じて需要が高まるとともに人手不足感が強まるようになりました。その結果、これまで十分に戦力化できていなかった主婦層やシニア層などの労働参加が促され、企業は柔軟な働き方が選択できるよう施策を打つようになりました。

変化（2）：グローバル化による市場環境の激変 。
もう一つの変化は、グローバル競争の激化やテクノロジーの著しい進化がもたらす厳しい市場環境です。企業は今まで以上に先が読みづらい市場の中で戦わなければならなくなりました。また、人工知能（AI）やデジタルトランスフォーメーション（DX）といったキーワードが一般用語化する中で、ITテクノロジーに長けた人材をグローバル市場の中で奪い合わなければならない状況も生じています。

いままでの日本国内の“常識”に縛られていては太刀打ちできない環境が広がる中、思い出されるのが、経団連の中西宏明会長が発した「終身雇用はもう守れない」という言葉です。社会に出て就職したら、その1社で一生働き続けるという仕組みは制度疲労を起こしており、社会システム自体を変えて行かなければならないという考え方が示されました。

終身雇用が守られないということは、企業と社員との関係性が柔軟になっていくということに他なりません。もう少しかみ砕くと、「1社で拘束する代わりに企業が社員の生活を守る責任を負う」という関係性から、「拘束力を弱める代わりに企業が社員の生活を守る責任も軽くする」という関係性へ変わっていくということです。

中西経団連会長が終身雇用の限界に言及する前から、厚生労働省では副業・兼業を促進するガイドラインをまとめていました。行政施策としても、企業が競争に打ち勝つために、柔軟な働き方が選択できるようにしていくことは必然の流れだったと言えます。

そして、忘れてはならない上に、われわれの社会にクリティカルな影響を及ぼしているのが、3つ目の変化です。

変化（3）：新型コロナウイルスの感染拡大 。
その、直近で生じた変化が新型コロナウイルスの感染拡大です。日本では失業者が抑えられているものの、「なぜ、失業者ではなく休業者が新型コロナで激増したのか　2つの理由」でも取り上げた通り、日本の休業者数は過去に例を見ない水準になっています。

これら休業者の一部は今後、失業者へと転換される可能性があります。加えて、観光や飲食など、既に壊滅的ダメージを受けてしまっている業種も存在します。あらゆる企業が、存続をかけて守りに入らざるを得ない状況です。

企業が自社を守るためにとる手段はさまざまですが、そのうちの一つが人員整理です。実際に人員整理する企業は増えています。また、整理解雇の要件を満たすレベルではないものの、先々の業績予測から人件費を下げなければならないと判断する企業もあるでしょう。給与削減や賞与カットなどを行う代わりに、社員が自らの力で収入確保しやすいように副業を認めるといった施策を取ることも選択肢に入ってくることになります。

これら3つの背景それぞれに照らし合わせて見てみると、企業が働き手に柔軟な選択肢を提供する事情が、背景によって全く異なることも見えてきます。

週休3日制でも、労働時間は変わらない？
例えば週休3日制であれば、コロナ禍が発生する前からユニクロやGUなどを展開するファーストリテイリングや佐川急便などが導入しています。これらのケースは、採用難が続くことを見越して、新たな応募者を獲得したり退職を防止したりする目的から、勤務形態を柔軟にしたと考えられます。

ただし、労働時間の総数は変わらない仕組みです。

これらの企業では、変形労働時間制を用いた1日10時間勤務が前提で、週4日勤務すると40時間となり、8時間×5日働いた場合と同じ労働時間になるケースが多いからです。そのため、週休3日（週4日勤務）でありながら、週5日のフルタイム勤務と同等の給与が支払われます。残業割り増しが発生しづらい点などを除けば、必ずしも人件費削減につながる施策とはいえません。

みずほ銀のケースは…… 。
一方、冒頭で取り上げたみずほ銀行の場合は、コロナ禍を経験している中での施策であり様相が異なります。働く日数に応じて基本給が変動するからです。週5日フルタイム勤務した場合の給与を100％とすると、週休3日（週4日勤務）なら80％、週休4日（週3日勤務）なら60％と、勤務日数に応じて減少する仕組みです。

働き手として給与は減少しますが、その分、休日が増えて労働時間も減少することで、より柔軟に時間を使うことができるようになります。その時間でうまくやりくりできる副業があれば、収入を補填することもできるでしょう。一方、企業側は週休3日にする分の人件費を削減することができます。

働き方のバリエーションが増えることで、そこには新たな選択肢が生まれます。例えば仕事と家庭を両立させようとした場合、雇用形態を変更してパート職に切り替えたり、無理してフルタイム勤務を続けた揚げ句、退職することになったりと、不本意な思いをした人はたくさんいるはずです。そこに、週休3日制や副業という選択肢が示されれば、続けられなかったものが続けられるようになるかもしれません。

合理的、だけど……。
その観点から捉えると、週休3日制や副業促進は合理的な施策です。企業は基本的に経済的合理性にもとづいて施策を打ちます。それは良い／悪いといった話ではなく、企業本来の性質だと言えます。しかし気を付けなければならないのは、経済的合理性が必ずしも働き手にとっての合理性と合致するとは限らない点です。

例えば週休3日制を導入する場合、中にはそれを望まない働き手もいるかもしれません。仮に給与を減らしたくない人が、週休3日制を選ばざるを得ない状況に追い込まれて、嫌々ながら承諾するというようなことがあった場合、それは働き手にとっては不合理な施策です。さらに、将来に対しての不安が募ることになります。

企業が経済的合理性に照らし合わせて施策を打つことは当然かもしれませんが、結果的に働き手の自由を無用に奪ったりモチベーションを下げてしまうようになってしまっては、回り回って企業側にもデメリットが生じます。そうなると本当に合理的といえるかどうかも疑わしくなります。

経済的合理性だけではない道を探るべし。
さらに、企業が働き手に柔軟な選択肢を提供する背景には、人口減少・厳しい市場環境・コロナ禍と少なくとも3つの事情が重なっています。今はコロナ禍への対応に目が奪われがちですが、他2つの変化も厳然として存在しています。これらは入れ替わりで生じたのではなく、今も3つ同時に重なっているのです。目先の経済的合理性だけで判断してしまうと、働き手との信頼関係が損なわれ、後々大きなしっぺ返しがやってくる懸念もあります。

今は働き方の柔軟度が高まる方向に進んでおり、そのこと自体は望ましいことだと思います。しかし、柔軟度と引き換えに将来が不安になるようでは、企業と働き手の関係性が幸せな方向に進むとは思えません。企業には経済的合理性を踏まえつつも、柔軟性と安心感を両立させる選択肢を働き手に提示する努力が求められます。

一方で、厳しい市場環境の中、全てを企業努力だけに委ねるのは限界があります。企業が市場競争力を高め、働き手が柔軟性と安心感を両立できる社会システムの構築に向けて、政府のリーダーシップ発揮も求めたいと思います。
